Haha I agree. I don't think Luffy was speaking directly to Nami, because of course he doesn't know the whole situation. Really all he knows is that's she's extremely upset and can't seem to get away from this guy. But I still think it's something that nevertheless speaks to her.

As for Usopp's lying ability-- I'm not entirely sure if you mean it was a joke on Oda's part or a joke on Luffy's.

If on Oda's, yeah it's possible, but it still defines Luffy's characterization in what he thinks of Usopp.

If on Luffy's...well it's not really that kind of situation to make jokes, so I think he seriously sees that as the best part of Usopp. XD As for not praising his creativity, while it's not him consciously thinking 'Usopp is so creative', but Usopp's creativity is tied up in his lying. So it's not as fragmented is what I'm saying.

Haha I also think that he admires it so much because he's completely unable to do it himself. So anyone who can lie and get away with it is like, woah! You are good.

Which just... Luffy... Luffy, pls...


Also, that is a nice quote and yes, I agree! I will keep looking at Usopp. :) And the rest of them as well.

And I can't speak for the feelings of anyone but myself RE: relating to Usopp, but I feel like perhaps people tend to take one trait and magnify it, using that to define the character more than all else.

For instance, plenty of fanfics that have Luffy on the periphery will have him as a hyperactive kid. Is he hyperactive? Certainly he can be. But he has a deepness and stillness to him and he can sit still and watch the world. And he knows about the true nature of his nakama because he watches them and is just so fascinated by who they are and how the people in their lives relate to them.

To get that, however, requires looking deeper-- thinking about panel to panel expressions and putting them in context. Like what is Luffy doing here, why does have that expression, how is he reacting and what is he reacting to?

Likewise with Usopp, because his tagline is "coward", he's given the attributes of a coward, always running away, not brave, etc. But that's failing to see what he is running away from. To someone who is not raised to fight, a Fishman is a huge freaking deal. Not only are they super tall but they are super strong and how do you deal with it if you can't bench press 500 pounds or break walls with your feet? But he always comes back, he always tries, and it's not even necessarily for pride's sake.... Usopp is all too willing to abandon his pride to survive. XD Especially in these early days. But why will he come back time and time again? To help his nakama in any capacity that he can. And that's just kind of amazing.
